This afternoon, the Senior Secretary to the President for Public Relations gave the following briefing about the instructions given by the President Lee Myung-bak in the aftermath of the artillery attack by the North against Yeonpyeongdo(Yeonpyeong Island).
The President presided over a meeting with his senior secretaries this morning. At the meeting, the President instructed the participants to review the necessity of revising the existing rules of engagement so that a more proactive response would be possible should localized provocations like yesterday’s occur.
He went on to say, “The counterattack capability of our Armed Forces on the five affected islands in the West Sea should be further bolstered.” He added, “Their combat strength should be precisely checked and prompt actions need to be taken to step up their capabilities in preparation for any additional provocations by the North. Concerning the need for any additional budget allocations in this connection, the relevant ministries and agencies will have to engage in discussions so that they will be given priority in the 2011 budget plan.”
The President also said, “The Ministry of Public Administration and Security has to examine civilian shelters and protection facilities on the five islands and take swift actions to make up for any shortcomings, thereby easing the anxiety and inconvenience of the islanders.”
The President went on to say, “North Korea’s shelling this time has been an attack against civilians and our territory as well. Accordingly, it has especially grave implications, though the number of victims remained small.”
Referring to the casualties on our side, he stated, “I extend utmost condolences on the passing of the two marines who met a glorious death in defense of homeland.” He said that the Government should make certain that the funeral procedures are observed properly and that the injured soldiers and civilians receive the best medical care available.
The President then added as follows: “The security situation is grave, but economic and all other government policy affairs should be conducted normally without any interruption. The Cheong Wa Dae staff must exercise its control functions comprehensively, checking on emergencies and all other situations.”
