The need for improvement in the cooperation among the Army, Navy and Air Force to match up to a new era of battlegrounds was the key point made by the President during the first Security Panel Meeting in the morning on May 13.
"The military must fight to win and I believe the military should always have sense of loyalty. If it becomes bureaucratized, they are not the military," the President said. "In particular, military commanders should go against sense of being bureaucrats. Through this meeting, I hope the military could revamp its capabilities and preparedness."
The President also said that the military should have its morale boosted. He went on to stress that there must be no corruption with the military sector.
In regards to the Defense Reform 2020, The President explained the necessity of resolving emergency situation according to changing reality.
In particular, he emphasized the importance of strengthening joint combat readiness between the Army, Navy and Air Force.
He also said that the military and people ought to consider seriously whether sense of security has weakened by looking at the sinking of the naval corvette Cheonan.
"Even though the North Korea making its military provocations only some 50 kilometers [31 miles] away from our northernmost territory, we did not take it too seriously," said Lee. "In this circumstance, sense of security in the military is relaxed."
The 15‐member Commission for National Security Review was created on May 9 to examine the country''s defense capabilities following the sinking of Cheonan in late March that took the lives of 46 sailors.
The commission''s chief, Lee Sang‐woo said, the panel focused on reviewing the country''s security system as a whole with the hopes of relieving citizens'' fears.
He added that the group also reviewed the nation''s defense preparedness and discussed ways to deal with existing weaknesses within the defense system.
The President also said that the President plans to discuss in‐depth ways to improve the welfare of military personnel.
The meeting also examined relations with the United States and Northeast Asia as well as ways to incorporate various reform measures especially the nation''s crisis management system which came under fire for its poor initial handling of the Cheonan incident.
For now it seems that the country will have to wait and see if the commission will be able to come up with effective solutions to upgrade the country''s security system over the next two to three months.
